The Need for a Regional Response
Ohio and Kentucky are among the worst states in the country for human trafficking.
Greater Cincinnati is a hotbed for the exploitation of vulnerable people.
Yet too often, organizations operate in silos, staff are trained in isolation, and partners lack shared frameworks for responding to real-world conditions.
The Well, our regional response hub is designed to change that.
Cincy at the Well’s Regional Response Framework (R.E.S.T)
Cincy at the Well’s proprietary R.E.S.T. model is a regional trafficking prevention and response framework that addresses trafficking as a nonlinear process across the critical points of risk and intervention in a person’s experience of exploitation and recovery (Risk, Exploitation, Shift, and Traction). Movement between categories is expected. Our regional trafficking response is built to prevent service drop-off during re-entry by maintaining continuity, access, and accountability across partners.
The Well functions as the central hub through which funding activates coordinated interventions at each stage, from prevention through long-term recovery.

The Well Enables a Regional Response That Otherwise Does Not Exist
The Well is the physical and operational hub that allows Cincy at the Well to respond across all four R.E.S.T categories as part of our coordinated regional trafficking response.
The Well Enables:
- Continuous, locally anchored outreach and follow-up that prevents people from falling through gaps created by jurisdictional, organizational, or funding boundaries.
- A coordinated regional trafficking response that aligns outreach, prevention, and stabilization efforts instead of fragmenting them across disconnected programs.
- Earlier and more effective intervention through prevention, rapid response, and partner-based pathways that reduce escalation, re-exploitation, and long-term system costs.
- A single, consistent access point—regardless of where someone is in R.E.S.T.—ensuring support is not lost during instability, re-entry, or transition.

The need is great for a systems-level approach to strengthen regional response to trafficking, with emphasis on prevention and early intervention.
With at least 80% of people coming in contact with healthcare or social service systems while actively being trafficked, the need is significant for going beyond awareness.

The Well exists to support community action, mobilizing local partners to identify risks, react in real time to concerns, and put preventative measures in place for vulnerable people they already serve.
